Assuming I tell Minsc and Jaheira to find their own way out when I free them, can I find them somewhere in the city afterwards?

Yes but the Jaheira romance option is off.
If you were left to your own devices in such a situation, would you stick around for the one/s who abandoned you? No, they're gone for good.

Examples:
* If you leave Jaheira and Minsc where they are, that is where they stay... period.

* If you release them, and tell them to bugger off:

Jaheira: "So be it. I thank you for my 'rescue'. If we meet again I doubt it will be as pleasant as this. Take care, you've certainly chosen a rocky path."

RESULT:
SetGlobal("JaheiraReleased","GLOBAL",1)
SetGlobal("JaheiraHunt","GLOBAL",1)
EscapeArea()

EscapeArea() is the important part, which shows she disappears (doesn't go anywhere specific) into the ethos.

Yep. You can find Minsc in the Slums at the Copper Coronet, and you can find Jaheira in the Docks outside the Harper base.
Very well, it seems there is a difference of opinion, so I just started a new BG2 game and released both Jaheira and Minsc, but told them to make their own way out. Strangely enough, Minsc did return to the Copper Coronet, but Jaheira did not go to her usual haunt outside the Harper base in the docks. Now, the difference of opinion may have something to do with which dialog options you choose, because there are several paths.
IMO You probably got there too early i.e. don’t know that it is the Harper base yet... did you go during the day or at night?

p.s. Yoshimo will go the slums inn if you refuse him and while we are on the topic Imoen will also make her way back to the slums inn if you don’t have room for her when you get to spell hold.

No, I checked the dialogs in Near Infinity. She goes nowhere. She's gone for good.
