My configuration:

AMD Ryzen 5 3600X 6-Core 3.8GHz AM4 Tray Processzor
MSI GeForce RTX 2080 8GB GDDR6 256bit
Kingston HyperX FURY 16GB
Samsung 970 EVO Plus 250GB M.2 PCIe

Whatever setting I use, I still get a fluctuating FPS of 30-60, even if I set the resolution to the lowest one.

Is the game poorly optimized or is my computer that weak?

There's a few settings you can tweak to stabilize your fps, but offhand I'm not sure what they are. I think one of them is cascading shadows.

It shouldn't fluctuate *that* much.

EDIT: Also I seem to remember there was one setting in particular that killed my fps when I was using my 5700 XT. When I installed my 1080ti, I just let it set itself to default settings, and it seems to run fine. Average fps stays pretty much locked at my vsync (60 fps). I wish I could remember which setting it was that messed with things... Sorry.
