Currently on PC I have noticed that the time of day is static so will always stay at the same time. I could have sworn that there was a day night cycle? Currently I have to skip time for this to change. Is this correct?

So you're already on act 2? That's weird, I'm in act 1 doing everything in Watson before continuing the main quest. Maybe you are involved in a quest that locks the hour of the day? Something like the nomad prologue when time doesn't change.

When I arrived my apartment after the first quest and sleeped, the cycle started and has been running while I have been doing side quests and all.

You are correct, I had left a mission part way through, went back and finished it, everything back to normal now. Cheers.
