Arlington Library occupied by a faction called raiders.
Fallout 3, No, but it has guns.
Wasteland 2, perhaps? Raiders often carry library cards as trash items.

Arlington Library occupied by a faction called raiders.
There is a library? I didn't know that/get that far as I get lost because the map refills the fog of war sometimes and one cannot mark down which areas(down to the meter/etc) where one has been/not been. I had a notepad filled with vague directions based in landmarks and even it got confusing after playing for a week or so.

I DID get to the game company, though, and the food store near the start.
