But its unusual considering that yes (as you rudely pointed out) Neptunia is here as is Huniepop.

There might be another reason as well, but *shrug*

Gog remains eerily quiet on its curation decisions.
The costume has nothing to do with why the game is not on GOG.com. Not the most exciting reply, but it's the factual one. Multiple titles from Neptunia are missing updates. No costume drama involved.

Minuteworld: of course it would sell, it'd sell like any other anime game on gog. If I see a jrpg anime game on gog, I usually buy it or want to buy it and since more and more people are discovering gog thanks to the recent steam drama, I suspect more people like me that like jrpgs and anime games would come here.

hell I'd argue if gog weren't confused prudes with some games and actually allowed more of these kinds of games, they WOULD sell.

I can certainly look into that for you, but not until after the weekend. But I can 100% confirm the costume in Curse of the Great Curry God had no influence in the game not appearing on GOG.
