I use scribd to post my works. I don't normally discuss my works with others unless they have read my stories... and usually, it's people that I know who get the links.

I don't have any suggestions in response to your actual question. But if your'e just starting out, I'll mention that I highly recommend the book "The Science Fiction Writer's Workshop" by Barry Longyear. Even if you're not writing sci-fi. I've looked at a lot of those "How to write [genre]" books over the years, and the problem with most of them is that they're written by seasoned authors who've internalized most of the "basics" and skip right to the high-concept world-building stuff. Whereas Longyear pretty much assumes that you've never picked up a pen before, and walks you through the bare-bones "here is how to structure a plot so that it won't suck" stuff that I as a beginner found way more useful.

There's also nanowrimo.org. It's most active during November (which is National Novel Writing Month), but there's activity the rest of the year.

yes - and though ive not used it myself, several friends use Writers Cafe for the more social / discussion side of things. Personally I'm more "old school" like the vctorian / arly 20th century writers and much prefer getting shirfaced down the pub with other like minded souls to talk about our writing, but thats me.
What kind of stuff are you doing yourself?

On topic: I'm actually a non-fiction writer (technical documentation, legal, games manuals and boxprint etc.) so I'm not really going to be much help in this regard, but I've been giving serious thought to the whole fiction gig. Problem is, it's not the eloquence I'm lacking - it's the ideas.
