Alright so i see that others are stil having issues with this as well however some have gotten relief but i have not. I have seen at least 3 different topics or avenues of fixing this problem and have tried(or looked into) all three: 1.deleting the Storage folder. 2. reinstalling GOG Galaxy multiple times, and 3. using an alternate downloader (the game i want to download does not have this option). so now im sitting here with my new purchase and not able to use it at all. if someone has a fix that might actually work on my end id appreciate it.

While you solve your problem, if you want to use the Galaxy client try downloading the file directly from your web account and then using the "scan folders" option to integrate it.

The error message is probably accurate and it really is a server problem. You're not going to fix it by deleting the storage folder or anything else. It's being investigated.

What's the game? They should all have offline installers, except for Gwent: The Witcher Card Game. If it's a recent release, it might also be missing the offline installer for now, but that's very rare.

I don't think Gwent will ever get an offline installer, since it's the only (as far as I know) online-only game on GOG, so there wouldn't be much of a point for it to exist. Plus they probably track your progress or stats or something via your GOG account, so it only being on Galaxy makes sense.
