I've got Cloud Saves OFF and I've never had it turned on.
It says I've been a member since 2011 and don't know when Galaxy happened.

It's been OFF from before installing CyberPunk 2077.
I deleted all my saves to start a new game, from corrupted save.
Restart, the craptastic Cloud, saved 3 Saves anyway, even though it's OFF.
I tried to delete them, and it says I can't.

WTF, GOG or CDPR, why are you forcing me to have corrupted Cloud Saves?
