So I'm fairly computer illiterate when it comes to whether or not a system will meet the minimum requirements and was wondering if anyone could give me a quick yes or no,

Well, lol, I don't think there is a dedicated video card, it looks like it's integrated with the motherboard, hence why I had to ask, instead of just seeing what other's experienced.

Then, I'm sorry, but I'll have to go with "not a chance".
From another thread, I see that you're already playing the game? What's your current build like? Maybe you can upgrade a few things instead of building a new computer?
Zero chance without a dedicated graphics card. Integrated doesn't cut it for gaming.

The computer I'm using to play TW2 now can run the game at the lowest settings, (still mindblowingly pretty) but it's not my computer, I'm house sitting for two weeks so I just was able to play it there. The computer I've got at home is:

Intel Core i7 CPU, 920@ 2.67 GHz, with 12gb of RAM, and NVIDIA GeForce 8400 GS, but it is crazy jumpy when trying to run TW2 at lowest specs

That will be having problems because the 8400GS isn't really for gaming, it's very low end.

All you have to do is invest $150-300 in a graphics card and you'll be able to play the game on Ultra flawlessly - all of your other specs are well above the recommended requirements - I have an i5, 4 gigs of RAM and a GTX 470 and I have no problems running this game at the highest settings.

There's not need for a new computer =D. Like Jim said, the 8400GS isn't really for gaming. Just grab a new graphics card. An AMD HD6850 (or HD6870) or an NVidia GTX 560 should do nicely (they rub between 170-200 USD) :). I run my game somewhere between med and high using an HD5770 so you should be able to get quite decent graphics with any of those cards.

If you are strapped for cash, you can run it on a graphic card of GTX460 caliber. I run on 1920x1080, high settings, SSAO / V-Sync off at about 35-40 fps with some overclocking (I have the 768MB version).
