First diagnosis:
HD 6450 is seriously underpowered for that kind of rig. HD 6850 and above (6870, 6950, 6970) will grant you (a LOT!) more performance and an overall better balanced system.
Try the steps listed under those with issues using ATI video cards and see if that helps.

I'm aware of that much, looking to upgrade soon, just seeing if there's any kind of fix I can work in.

Checking that out JK ty, shouldave seen that first.

Ok just lowered the resolution, and ran in windowed mode(was running at 1980 by 1080, as thats my screen resolution) now its running beautifully tyvm.

The rest of it is fine, but that 6450 is unsuitable for many games -- including this one. It has only a fraction of the pixel-crunching speed the game needs.

In AMD cards, the 5570 would be rock bottom, and the 5670 would be the practical minimum (and actually plays the game decently; I was using one yesterday).

The 6850 and up would be ideally matched with that powerful CPU, though.

I'm running a pretty cheap card myself. We got to sacrifice a bit when we use older hardware. Glad it's working.
