If you start Chapter 2 on Roche's side then you play as King Henselt for the introduction and you spend your time negotiating with Saskia & fight her in the cutscene. I just started playing the Iorveth path and part of what I was looking forward to was helping Saskia instead of that pig Henselt. Yet inexplicably when you play this same section you take command of Stennis instead of Saskia, and even in the cutscene its Henselt fighting Stennis and not Saskia.

Is there a reason why you couldn't have just played Saskia and let her keep the same amount of importance instead of adding a bunch of stuff for Stennis that isn't in the other version?
Wow, I was going to find that out for myself in my second playthrough in just a few days. I was looking forward to having a woman kick that slimy raping pig's butt. That's just disappointing.

Agreed, she also doesn't even speak once during the negotiations, all the lines are for Stennis now. Just seems strange.
What? She clearly spoke during the negotiations. Maybe you just picked the wrong lines. Try it again, this time pick some provocative ones, f.e try to offer her to Henselt.

Btw, I agree with Saskia being a better character than Stennis or Henselt.
On the intro to the Roche side of chapter 2 Saskia is the main leader of the delegation that speaks to Henselt. She also challenges Henselt to a duel. It would have made better sense for her to be the POV character for the Iorveth Chapter 2 prologue. That's what we are saying. Plus Henselt really needs a major slice of humble pie served to him by a woman. He really is a pig. Actually no, that's an insult to pigs everywhere. More like a slimy toxic reptile.
I guess you didn't finish Chapter 2 yet, on Iorveth path, so I won't give away spoilers.

Just know that Stennis play a much larger role if you play on Iorveth path, while his character is totally useless to the plot on Roche side.

Not a pivotal role, but still important stuff are involved with him.

And don't worry, Saskia will not be a secondary NPC ;)
Maybe it is so you are allowed to say horrible things that the other characters won't go along with? It allows for more drama.

As Stennis you can have him want to do a variety of things in facing Henselt, whereas Saskia would really get one line of dialogue as an option ("Leave Upper Aedirn now"); and as Henselt you can act different ways toward the noble delegation and then toward Stennis and Saskia.

I also was disappointed I didn't get to play as Saskia, but I think they did it so you have more options for interesting dialogue.
He is a prince, he can legally represent Aedwin and Saskia his general sort of
