You can change the frame rate, but all aspects of the game will be faster. So, I wouldn't try that, while playing for the first time. After some time you'll get used to the walking speed of the characters. You can also read stuff in your equipment (letters, books, spells and item descriptions) while your party goes around the town, since the game is unpaused in the inventory screen. I wouldn't try that in the wild areas, as you might get caught off guard by some enemies.

Which game? Which version? BG1 or BG2? Classics or EEs?

The other question is, are you having a technical difficulty or finding the actual character speed slow. In the later case, you can use a program like shadowkeeper to increase your characters' speed.

I don't recommend it tho, especially to someone who is new to the game. This game is about exploration and any enemy can kill you, especially early on. So I would suggest taking your time and investigate your environment.
This might help

BG1 EE
you could cheat in some boots of speed for the party (not sure if those also add a half-attack per round - and not sure of the code for the EE version but it should be easy enough to find in a search engine)
There is a BG1 mod that does this: BG More Faster Better 1.0

It changes standard boots (now available in shops) to modest boots of speed, from just slightly faster than you currently walk all the way up to BG2 speed. So you buy some bog-standard boots, equip them, and that's you walking faster. A clever fix. The actual magical item Boots of Speed remains significantly faster than these boots, so they're still valuable.

The mod also contains some portraits and sound-packs, but they're separate and optional.

Then you can use EE Keeper, a save game editor for EEs. You can load a save game and increase each of your party members' speed. It is a simple process which will save the edited version as a separate game.

Tho again, I do not recommend it. Try and see the results for yourself.
