If you approach mission from another direction though jumping cyberpsycho will not appear.
I am not the only one getting it.

i came, from the street and from the intended direction. but no cyberpsycho showed up and i investigated the whole scene. but still no cyberpsycho, so i can not complete the quest.

I had to load an earlier save and do it a second time to get the cyberpsycho to spawn. I'm not sure if it's because I scanned some of the bodies from a distance before entering the area.
