I played two different endings in Version 2.0 and in both endings V doesn't open her mouth when she is speaking.

This happens in my game also where the character sometimes moves their mouth with the audio correct and other times their mouth doesn't move while audio plays, my assumption is that it is s loading issue and with an old style hard drive it cant load all the information fast enough, got an nvme drive and most of that went away. Wasn't too irritating but...

I just tested the Aldecaldos ending with Panam & Judy, my female V had no lip movements while talking with Panam on the Basilisk. So yes, it's a bug.
Just a bug. If you go through all the settings files including xml files, there are settings for lip synch and so forth. The devs just need to tweak it.

What settings need to be changed to enable ending lipsynch?

(Install Drive):\Cyberpunk 2077\engine\config\base\animations.ini

Modify at you own risk.

Well, I mean which line in the ini? Like you say, screwing around with ini files isn't smart if you don't know what you're doing.

I haven't looked in the ini file in a while, but I think everything is labeled so it shouldn't be too hard to figure out.

No idea which settings to use, though.

That's a lotta certainty to say "No idea how to actually do it"

What was the point of quoting me?

I'm assuming you just felt like quoting me for the hell of it, though so congrats, you got my attention.
