GTX 1070, looks great, plays great at medium settings. When I'm in battle with NPCs, they jump around, teleporting a few feet at a time, move in janky ways, making it hard to draw a bead on them, and my rifle is not stable to aim as soon as the NPCs are alerted and attacking me. Is the teleporting normal, or is it because of my gtx 1070 and the game trying to keep up? Or is that a design feature?

I was playing on easy, and switched to normal and got my ass handed to me pretty quick until I changed tactics, but I'm still miffed by the NPC movements. I'm used to Ghost Recon, where the NPC jankyness is less than 5% of what it is here.

If the enemy has cybernetics they can move faster than you can see, there are programs to disable their cyberware and make them easier to hit.
Yeah, as the reply above, this sounds like the mechanic where they dash around faster than you can catch them. Some of them even dodge bullets.
