I have uninstalled all mods and verified installation files and (after applying all mods again) looks like it goes smooth again at 29-30fps. So the thread can be closed

Hello! I have recently come back to Cyberpunk after a lot of time and I have noticed weird performance problems which I think are related to the game but I'd like to know if anyone else have experienced them or it is just me and if anyone can help me because they are really frustrating.
Aside from the environments randomly flickering which is ugly but I can play with it, my main issue is thay I'm having random performance drops, which can make the game go from capped 29-30 (with FRS on) to 7-10fps and make it literally unplayable as it persist for some minutes (3 to 5-10). It usually goes back to normal but some times I had to close the game.
I have also noticed these drops occur not only randomly but also after entering the pause menu and loading any save. After it finishes loading and I can control V again, the performance is very very poor with a lot of lag. During this period, the menus with no 3D elements run fine at 30 fps, but the drops appear again if I enter the map or the character screen for example. In the character screen, V's hair and her clothes textures flicker too.
For what I have tested, this problem does not seem to happen the first time I enter/load the game after rebooting my PC, but it starts randomly later while playing.
Probably not related but it's curious that the performance drops started happening a few days ago, during the "To the Heat of Love in a Bar" quest. Before that the game was smooth at 30 fps with occasional drops to 25 due to the environments. When if happened I thought it was due to a mod but I unmodded the game completely and it persists, so it may not be the reason.
There have been any 1.61 hotfix or micro update recently? I also updated my GPU drivers hoping it may solve the issues but no luck. Any idea?

- i7 4770k
- MSI GTX970 (slightly overclocked)
- 16GB of RAM
- Medium Preset (custom)
