Not necessarily, depends on what you select. eg.

Technical -> Performance Issues
Gameplay -> I want to report a visual issue

The above two options take you to a page where you can click a link to send a email and attach reports/screenshots etc. If your issue takes you to the forum, then that's where it deems it to be the most appropriate place for your particular feedback.
