Is the "State of Emergency" DLC included in this release and if not will it be added? I noticed others selling the game include the free DLC.

I think since the GOG version is the same as the steam version.

It's not a DLC, it's a major update. And GOG's version is the same as Steam, so it includes it. What's more, I played it yesterday and I saw things in-game that came with the update - the answer to your question is 'yes' :-)

I have it on the wishlist, it reminded me a lot of the first GTA. I'll see if I get it these days.
