First you have to enable the command console:
Just add the line DBGConsoleOn=true to the general.ini file in The Witcher 3 Wild Hunt\bin\config\base.

Then in game, you hit the tilde key (the one to the left of the 1 key)
type god and then Enter for godmode and typing it again toggles it off.
