I was recently toying around with mods for Cyberpunk 2077 and a bunch of updates made the game crash on start up, so I decided to just do a fresh install rather than fight with files. After uninstalling and reinstalling the issue still persisted, does GOG do something similar to steam where it caches the files on uninstall, then downloads that version on reinstall? If so, is there a way to get a clean install?

DL the offline installers and install using those, not Galaxy. Then, if you want to use Galaxy, have it scan your games and add it to your games list.

*edit* If you're using Galaxy, try to repair your installation first. Maybe that will fix the issue.

Alternately, Delete all the files in the game's install directory. Just CTRL+A and Move or delete everything. Then do a Repair through Galaxy, which will redownload the game. I recently did this because I had trouble and I wanted to make sure it was mod related before I reported it. I was stuck due to crashes. Turns out it was instability from mods the whole time, and I just had to figure out which..

Not related directly but, for people who will not want to bother with installing locally, GeforceNow is an option for Cyberpunk 2077. Although the free account allows playing in sessions of one hour before getting into the queue again.
