Well, the first one was a day one release here on GOG, wasn't it (released on April 27th, 2015)?

It's a crap shoot, but I'd say it's not likely. The first game was acquired by Take-Two -- owner of its current publisher, Private Division -- well after it released from Early Access, so it wouldn't have been PD that GOG originally made the deal with. The new one's now being developed in-house by PD's own Intercept Games division.
Aside from KSP, there are only two other games here from Private Division, and at least one only came here well after release (and I wouldn't be surprised if both of those deals with GOG were made by developers before they signed with PD). Of the PD-published games that aren't here, I see ones that were made by two developers who have some of their older stuff here, one of which is even part of a series that's otherwise here.
