Riff Racer is on sale.
if you download rpcs3 or have a ps3, both hatsune miku games on that system's really great.

I don't know. Riff Racer just looks like a procedural racing game with music in it, rather than a rhythm game. The music just looks like a tool in the procedural generation.

I'm on a laptop here, emulating even a PS2 doesn't work very well.
You may be able to get Gitaroo Man and Parappa the Rapper working on your 3ds and Vita respectively. There is also Patapon and Rock Band. These are a few I really like. Sucks you don't like Necrodancer, BTW if you don't like the OST you can import all your own songs and I think it recognises the beats automatically, if not you can do a quick sync of the beats manually.

DaCostaBR: My problem with most rhythm games, especially the ones I find on PC, is the lackluster soundtracks.
There's a game that just came out for PC (it was originally a mobile game) called "Lost in Harmony," and the music combines remixed classical music with more modern tracks. It plays like a mix of the stampede level from The Lion King and a traditional rhythm game, and it's weirdly amazing. Enough so that I hunted down this thread just to have an excuse to ramble about it a little.
