OK. You'll need to create two shortcuts, one for each mission pack. Right-click darkplaces.exe and select "create shortcut". Once you have created those two shortcuts, right-click the first one and select "properties". You should see a field called target (see image below) with a path like C:\Games\Quake\darkplaces.exe (adjust as necessary for your own path). What you need to do to run the first mission pack (Scourge of Armagon) is to add -game hipnotic after darkplaces.exe, so the target field looks like C:\Games\Quake\darkplaces.exe -game hipnotic (see second image below).
Do the same thing for the second shortcut, but instead of adding -game rogue in the target field, instead (so it looks something like C:\Games\Quake\darkplaces.exe -game rogue.
