It suggests, when you make a review, to seek support as opposed to leaving negative comments regarding a games playability or stability. However, what if the game genuinely is broken for a lot of people and the developer has blatantly abandoned any attempts to fix it? Couldn't including such negative but otherwise helpful comments actually help people avoid something which is busted?
For example, Lords of the Fallen. Wonderful game. Lacks polish and bug fixes. End result? Lots of crashes for lots of people in many different areas of the game. For me, I got to one particular boss where when I got the last hit on it before it died, the game would crash, every time without fail. Now considering that this sort of issue is so common and even affected other platforms, are we still expected to not mentioning that in reviews and instead seek support?
LoTF is in fact a wonderful game save for these issues but I wouldn't recommend it if there is even half a chance that this repeatable problem could happen to someone else. I can't progress any further in the game because of the issues I face, so I've played maybe half of it and that's it for me. It's not a broken, unfinished game that sits in my library.
