So I'm thinking about getting my dad some of the old games he used to play way back in the day like Imperialism, Capitalism, and the like. I'm wondering if GOG has gift cards, but if not, is my best bet to make a new account, buy the games and then just give him the account info?

You can buy them as gift codes. Just press "this is a gift" when you buy the game, and then you're gonna get the code via mail. You can also see them by going to My account - My games - Gifts.
