If we preorder Rise of the Triad, and already own all the preorder bonus games, do we get giftable copies of any of the bonus games? I know that at least sometimes happens on Steam (I got gift copies of everything I owned in the Orange Box), and I remember something in the past here where owning a bonus resulted in a gift code (maybe pre-ordering the Witcher?).

Yes, you will get all bonuses, even if you already own some of them.

You'll receive separate gift codes for each preorder bonus game. In this case you'll get 3 codes that you can do with as you'd like!
