I am a small time streamer and recently I tried to use GOG to stream a game, The Suffering. I've never used GOG before except for personal playing (offline) so I never noticed this issue, but during the stream I kept dropping frames over and over again.

After running a few speed tests, I discovered the issue. Whenever I run a game using GOG (I tested several) my upload speed is crippled, reduced from around 400 mbps to about 150 mbps! I have done a few things to try and fix this, such as turning off every setting that has GOG upload anything automatically, with no success.

Is this a common issue? And does anyone know a solution?

I suggest you use your firewall or some other method to check the amount of data transferred by GOG Galaxy. After hours of use, I'm only seeing around 5 MB uploaded and 10 MB downloaded.
Also monitor system load (CPU, GPU, HDD/SDD) and see if something is hogging resources.

Cloud saves is the only feature that could potentially upload a significant amount of data, but the game doesn't support it. I wouldn't expect a game from 2004 to have massive save files anyway.

If you haven't already, open a support ticket. If you're having trouble with the chatbot, supposedly e-mailing support (at) gog (dot) com also works.

BG1 first came out in 1998 making one of the oldest and that has cloud saves that regularly excede the upload cap due to the dum way Gog set up their script to include the entire folder i.e where all the screenshots are also stored

i agree that uploading data is the mostly likely cause... as he is also streaming it could be a port issue as well so you need to test with and without that software to narrow it down

also does he have mods and where are things installed to because this could be a temp folder issue if his system is setup bad
