Run dxdiag if you haven't already, hopefully this will show you if you have a problem with a redist as Kleetus suggested... but I don't know how thorough this tool is.
Ok I've got one more idea. I don't know about setting up steam on multiple drives but I'm assuming you followed whatever guidelines/instructions you got from steam, also search steam support for issues with multiple drives.
If steam is configured for multiple drives properly then the next thing is to check the permissions of the folder that the application is to make sure they're set properly. Like unix/unix-like OS folders have an execute bit... It's unlikely that this is the issue, but it's worth checking if you don't find anything helpful on steam's support.
First, find the steamapps folder... right click the folder to look at properties... select the Security tab... check to see the (name of your pc)\Users have "Read and Execute" or "Full Control" are set. Then look in steamapps\common\Witcher 2 and make sure the permissions here are consistent with the steamapps folder and check the subfolders in Witcher 2...
Changing permissions can get tricky and I don't want to blindly have you change things that could cause you more headaches down the line, so if your permissions don't look right I would recommend you !!! back up your game files through the steam backup utility !!! (don't forget to do this :DDDDDD) and then reinstall Steam, restore your backed up save files.
