Had the same problem, solved it like this:

Install the 1.1. patch downloaded from GoG.com (even if its already installed), the next will follow automatically.

I dont know what it was but I got it to work. I reinstalled the game to C:/users/public/games/the witcher 2 instead of the default location then I installed the patches all while offline and it worked.
