Where and when i can do the quest for dagger throwing,that include Ves ?
I've entered the building and spoke with Roche's men,but no trace of Ves...

If you do some quests and check back at the end of them, eventually you'll walk in and they'll be having a party. Talking to Ves won't do anything until that party happens, though I don't actually know what triggers the party.

She'll be there when it happens, though, so you won't have to check anywhere but that one building.

I wonder if the knife throwing skill (from treining tree) is at all necessary to progress in this quest - after all, you are not doing combat knife throwing. It might be independent.

It would be pretty funny to say "I never learned throwing knives". Remember the end film of Witcher 1.

No, you do not need the dagger throwing ability to do this quest. However, you may need some other items to remove the tattoo...
My memory fails me, but I think you must have started the kayran quest (by meeting Síle),, before said party begins and you can join them for some boisterous, drunken frivolity.
