Pretty sure you can't turn shadows off. If you could, the 3D people wouldn't be complaining about the 2D shadows in the latest patch.
If you want a better framerate, lower the resolution. If you don't want to do that, try lowering your graphic settings to a lower value. Turn off SSAO, make sure ubersampling is off, turn off depth of field, etcetera.

It will also be easier to give you advice on how to increase your framerate, if you first share with us your specs and current game settings.
