Please try standard Steam related procedures:
- running Steam application as an administrator
- running witcher2.exe as an administrator
- turning off Steam Community and running the game from witcher2.exe file location in bin folder in The Witcher 2 installation directory.

Verifying integrity leads to downloading 1.2 version of the game. If the game patched successfully to version 1.3 redownloading version 1.2 won't help a bit. If patching process was interrupted you can run the patcher manually. You can find it in: C:\Program Files (x86)\Steam\steamapps\common\Patcher directory.

LOL. I always do the obvious steps before posting a question. Tried everything suggested here.

The solution would be to add the 1.3 patch to steam cache so it updates through steam instead of a separate patcher like some retail game. Steam versions are too distinct from other, so why try to merge? I am waiting until this is done, guess I have to delay my 3rd playthrough a bit more...

Oh well, on the other hand if everyone screws their release's technical side these days, why should CDP Red be any different? XD
I hope consoles die in pain because they are the reason for this crap...

Thanks for the advice, although I have done all of that over the course of the weekend and it didn't help unfortunately. (attached screeny of issue) Also getting to the main menu seems to take a lot longer now for some reason... The issue I am more concerned about however is the fact that no achievements work on steam which means I have to stop playing unless I want to repeat content again for the unlocks... Unless they will be fixed retroactively?

Please respond to the people on the steam forums as well as there are currently a multitude of new errors from the patch.

OtakuD: Ive mad my user.ini read only but that does not change the fact that the launcher is broken...
I agree, but since it's _useless_ anyway some problems can be avoided by not using it anymore
