* it's an acer aspire 8943g notebook.
* intel core i70qm (1.73 Ghz, 6mb L3 cache)
* ATI mobility radeon HD 5850 1gb
* 8 GB DDR ram^

the game barly runs with 20 fps with everything disabled and on the lowest specs:<

Not exactly well-versed in computer parts, but I'd say that's your problem right there.
Generally speaking, laptops are not supported for games. Heavy games push your hardware thus making them hot and since laptops are designed for portability they don't have good ways of cooling the hardware besides as 227 mentioned 1.73 Ghz is not good for a game as heavy as this and it is a bottleneck for the rest of your system.

Things you can do regardless:

1. Have you updated your DirectX ?

2. Your mobility radeon 5850 is a good card, if you haven't updated your drivers yet get Catalyst 11.5 because I noticed a huge reduction in choppy and jerky gameplay when I updated my drivers from catalyst 11.2 to 11.5 so it might give you some extra fps.

3. Try to use your laptop near a cool well ventilated area because once your hardware run hot things start getting worse, you loose fps, hdd takes more time to load (thus choppy gameplay) and more chances of crashes.

4. Disable extra programs, specially antivirus programs if you have any.

5. Consider getting a gaming PC, my Radeon 4870 which is quiet old with a Q9550 2.73 Ghz and 4 GB ram is outputting much better performance than 20 fps and with everything turned on high (only ubersampling off).

noticed that the game actually runs way better on my Dekstop computer!

exactly, considering the hardware of your laptop it must be an expensive laptop so if you just purchased it for gaming, you might want to upgrade your desktop because with some investment it will bring better results.
Still quite weird that it runs on low with 20 fps though o.O it meets the minimum requirements o.O
one example, it runs crysis 2 on everything maxxed out :p

"Intel Core 2 Duo 2.2" is the minimum. Like I said, I'm not very experienced when it comes to these things, but I seem to remember someone more knowledgeable mentioning that even with more cores than a duo, that's too slow.

And Crysis 2 was pretty, but really well-optimized. Besides, I've been led to believe that Witcher 2 depends more on your CPU than most games, so any deficiency there will negatively affect your FPS.

You are probably right, but even with the turbo boost technology that i7 got, wich turns of un used cores making the cores that are used more powerfull, wich probably gives me atleast 3 Gz quad. and by watching wich hardware that is most afflicted when gaming, my GPU runs up to 99% when playing, while my cpu only is around 20-30% used when gaming TW2
Uh well, my conclusion is that i just gotto upgrade my dekstop for the best gaming experience :)
