Absolute same settings except HDR on DX12. Everything DX12 have that DX11 don't is disabled or at same settings that DX11.

This is somewhat mind fucc as I can't understand why this performance gap exists if both versions receaved the very same mods and quality of life improves except HDR, DLSS like and RT...

The gap between DX11 to DX12 should be 20% at max and not 170%

The only thing that got my FPS back to 60 using DX12 was setting "Screen Space Reflections" to low. I don't know what that setting is doing but it is like a mini-raytracing setting. Try setting that to low and see what happens.
