This is one of those situations where "fair use" laws work very much in your favor. You can reproduce copyrighted works for your own personal use, super extra emphasis on that highlighted word, if you're willing to shell out a couple bucks for pre-perf card stock and printer ink. Just print your own deck. Play with your friends. (That constitutes personal use, so long as you're not selling it or giving it away.)
Certainly there is money to be made here by CDP, but probably not much. Seriously, who actually wants to pay money for a Gwent deck? The only people who've heard of it are Witcher 3 fans, and . . . well, I don't even like the game, myself, but I might print my own deck of cards for the sake of saying I have one, because I love the Witcher. (Bear in mind, my affection for the game might change if I were able to play it with friends and not fantasy computer opponents....)
Now, if they added Gwent deck PDF's to the bonus features, well. . . that's another matter entirely. Community Love +15.
