On my second rig (E6400 @2,66 GHz, 4GB RAM, HD4850 512 MB, Windows 7 Ultimate 64-bit) on high spec and with AA on (except Blur and Motion blur is off and Texture downscaling on low), I have 18-60 FPS depending on the location (28 FPS average in Flotsam).
You should overclock that cpu.
Just checked...with E6400 @2.13 GHz there is no difference in FPS in comparison to E6400 @2,67 Ghz.
