Okay, so I have the game running at about 10 fps in the dungeons and combat, and later around 20-25. Everything is set on recommended which is set to Low (resolution native 1440x900). I have:

Windows 7 Ultimate 64-bit
Intel Core 2 Duo E6400 @ 2.13 GHz
4 GB RAM DDR2 @ 399 Mhz
1440x900 monitor (19")
NVIDIA GeForce GT 440 1 GB VRAM DDR5
500 GB HDD Hitachi

DirectX 11
NVIDIA 275.27 beta graphics driver

Any help how to increase my fps, and increase at least the texture quality?

Minimum system requirements: Windows XP/Vista/7, processor: Intel Core 2 Duo 2.2 GHz or similar AMD 1 GB RAM for Windows XP, 2 GB RAM for Windows Vista and 7, Nvidia GF 8800 512 VR or similar ATI, 16 GB HDD space

System looks slightly below minimum spec overall.

Your processor is a morsel slow for minimum spec. Just tripping over the bar really. Your RAM and video card look good. A new Driver update just came out last night. You could give that a shot but your processor may very well leave you with no real options.

Try updating your drivers and then play around with the options. That's all I got, sorry.

You could quite easily overclock that cpu beyond the minimum specs, as I recall those chips are good up to 3.6ghz if you get a good cooler.
The graphics card barely reaches the minimum requirements as well. Considering the way those specs are calculated, I'm not sure if you'll be able to run it smoothly in 1440x900.
Well my own system has a GeForce 240. Yeah yeah I know it's crap but I didn't feel like swapping a PSU as well as a GPU. I'm not having his troubles with an inferior card. It's definitely the processor.

That card will run this game on high settings, I have it in my rig.
The issue you have seems to be your CPU. Dual core are the min specs but they seem to be the bottle neck from what I read about most machines.
I have a quad core and 6 gigs of ram but the game will run on 4 just fine.
Also Win7 64 bit
Also, get the new driver, not the beta, and don't use 3D.

Just giving feedback based on my own experience with an inferior card. Shaders run fine with mine. I'm on mid to high settings with a nice smooth framerate. Op is having trouble getting off minimum settings. Seems like there is something else at play here.
So I have to buy a new procesor. Would an Intel i5 3 GHz do the trick? also I'd change the 4 GB DDR2 into DDR3.

I have a good cooler (3 in computer) and 600W

I'll also update the drivers, and I'm not playing 3d :D
You could try overclocking like WDeranged said. I'm not a fan personally but if you can do it that may be all it takes. Any Dual or Quad processor better than the Minimum will do. 3gig will definitely do.

I'm doing fine on DDR 2 at 3 GIG.

I don't know how old your machine is but you may be able to replace your processor for about the same or less than the price you can get a new 440 for, mine was $119.00 tax included, on sale for $109.00.

I can't say about the i5, I use AMD, but it seems that quite a few people run the game with that processor and a better video card. It's a pain upgrading hardware but we all have to at some point.

@jklinders: I don't know how to overclock, and I wouldn't like to **** up anything with my processor, as I currently don't even have the money to buy a floppy drive, and surely no way a new processor.

@WoodCrafter
It's 4 years old :), but I update once in a year parts of hardware. The only original are the casing, and the motherboard is old (ASUSTeK P5B SE (LGA775))

I'll wait a bit with upgrading. Finish Witcher 1 finally :D (don't ask why now; I'm an old witcher player), and then I'll see about upgrading a processor. If talking fails - then it's good old C4 and my processor, and later asking dad for money hahahaha :D

PS: Yeah I can make C4.
Yeah, I wasn't really recommending overclocking as a first choice. I'm not a fan like I said. With a new processor you should be all set.
@shadowrend
On my second rig (E6400 @2,66 GHz, 4GB RAM, HD4850 512 MB, Windows 7 Ultimate 64-bit) on high spec and with AA on (except Blur and Motion blur is off and Texture downscaling on low), I have 18-60 FPS depending on the location (28 FPS average in Flotsam).
You should overclock that cpu.

If I only knew how to do that.
